
James Okamura
President and Chief Investment Officer
As President, Jim Okamura leads the management team which is responsible for implementing all fiduciary, administration, operations, investment, and compliance activities at First State. Jim serves on the Board of Directors as well as Chairing the Fiduciary Steering Committee and Investment Committee. Jim is also responsible for the overall strategic development and works closely with the leadership team to broaden the enterprise and footprint.

David Draper
Chief Operating Officer
David Draper is the Chief Operating Officer of FSTC in Wilmington, Delaware. David is responsible for overseeing all operational and administration functions for FSTC. He also supervises the FSTC Institutional Trust Administration team, and manages a small number of our complex client relationships. David serves on the FSTC Investment Committee, the Fiduciary Steering Committee, and the Board of Directors.

Jacqui Jenkins
Chief Fiduciary Officer
Jacqui Jenkins is the Chief Fiduciary Officer for FSTC. Jacqui manages the entire FSTC Personal Trust Administration team, assists with the vetting of the personal trust business, takes an active role in determining internal processes and procedures and focuses on external partner relationships.

Brad Lidstone
Head of Operations
J. Bradford Lidstone Jr. is the Head of Operations and a Vice President for First State Trust Company (“FSTC”). Brad is responsible for the oversight of all operational activities as well as managing and developing his current team. He is a member of the FSTC Fiduciary Steering Committee. Prior to joining FSTC, Brad was previously with The Haverford Trust Company, since 2001, as Vice President of Trust Operations. There he was a member of the Operations Committee and managed a team that was responsible for all custody transactions, tax forms and the client website.

Ken Peisino
Controller
Ken is the Controller and Vice President for First State Trust Company. Ken serves on the Fiduciary Steering Committee and Investment Committee. As Controller Ken is responsible for all of the accounting records and various filings to State and Federal agencies. Ken graduated from Goldey-Beacom College with an Associates of Science degree in Accounting and from Wilmington University with Bachelor and Masters of Science degrees in Accounting.
